Gloria Williams Bartley, is a native Daytona Beach, FL. She is married to Clinton E. Bartley, Sr. and the mother of three children. She graduated from Campbell Senior High School and received her undergraduate degree from Bethune-Cookman College. She later earned her graduate degree from Webster University, Space Coast Campus, Merritt Island, FL. She is employed with the Devereux School Readiness Program as an Early Childhood Education Specialist.

Gloria is active with her church, Antioch Christian Fellowship Baptist Church, she is a life member and National Secretary of Bethune-Cookman College National Alumni Association, Inc.; President of the Brevard County Chapter of Bethune-Cookman Alumni Association; a Golden Life member of Delta Sigma Theta Sorority, Inc.; Executive Committee member, North Brevard Branch NAACP; Secretary of the Harry T. & Harriette V. Moore Board of Directors and Chairperson, Moore Heritage Festival of the Arts and Humanities.
